This streamlined and focused approach moves VHA forward in its continuum of providing comprehensive, compassionate, and coordinated care to Veterans.Learn more about this agencyResponsibilitiesThe Human Resource Specialist (Position Management) is part of the Manpower Team within VISN 22 HRMS.The primary responsibility of the position is to function on the VISN 22 HRMS Manpower Team, serving as the subject matter expert (SME) in the HR Smart system encompassing such duties as position management, error resolution, and coding in all applicable modules. This position requires the incumbent to understand and communicate position management recommendations. Must possess the ability to identify and explain position management issues. The incumbent of this position will also be required to have working knowledge of all functional areas in Human Resources to understand bi-directional impacts on position management and coding. The HR Specialist responsible for position management will be responsible for ensuring the implementation of a comprehensive program through their ability to develop, interpret, implement, and monitor their respective organizations. They are responsible for ensuring compliance in efficient utilization of human capital.Duties include but are not limited to:* Serves as the subject matter expert (SME)on HRI Smart for position changes involving organizational reorganizations and/or realignments; and monitors and updates vacancies for recruitment and strategic planning purposes.* Gathers and analyzes data for input into the appropriate modules of the automated system.* Ensures compliance in efficient utilization of human capital by ensuring positions are not over allocated or miscoded.* Uses evaluative and analytical techniques to identify, analyze, and resolve problems within the position management and staffing arena through use of information systems.* Creates, updates, and maintains information for all VA positions, whether incumbered or vacant.* Independently troubleshoot and completes a through analysis of records in order to make all necessary position management corrections* Works within short timelines to complete personnel actions within assigned metrics to ensure that subsequent personnel actions are not delayed* Advises HR staff and stakeholders regarding organizational Position Management and the efficient use of positions.* Keeps HR staff abreast of changes; sends out personnel notifications within the system and distributes notices, when received.* Communicates and coordinates across various HR programs to ensure actions are accurate.Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Examples of specialized experience would typically include, but are not limited to: Gathers and analyzes data for input into the appropriate modules of automated systems; Maintains information in HR Smart to ensure positions are not over allocated or miscoded; Conducts periodic data cleanses to ensure accuracy and currency; Verifies authorized Position Description (PD) numbers on organizational charts and performs position builds; Creating and updating positions. OR,* Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have full year graduate level education OR have superior academic achievement. OR,* Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 4-year course of study leading to a bachelor's degree.GS-09 Qualifications Requirements:* Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Gathers and analyzes data for input into automated systems and for reporting purposes; Uses evaluative and analytical techniques to identify, analyze, and resolve problems within position management through use of information systems; Maintains and evaluates information in HR Smart to ensure positions are not over allocated or miscoded; Reviews reports monthly to ensure information populated in all appropriate HRIS systems is consistent and accurate; Verifies authorized FTEE against organizational charts and performs position builds; Advises customers on organizational position management and efficient use of positions. OR,* Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. if directly related to the work of the position. OR,* Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education.You will be rated on the following Competencies for this position:* Communication* Computer Skills* HR Information SystemsExperience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
