SummaryThe Northern Arizona VA Health Care System is recruiting an Administrative Officer for Community Care located in Prescott, Arizona.ResponsibilitiesAs the Administrative Officer for Community Care you will contribute to the fulfillment of the VA mission and vision by planning, designing, implementing, and maintaining appropriate and effective programs, policies, and procedures. You will be responsible for the leadership and management of the Community Care Business Management Team, and all the administrative functions of the service line that impacts the clinical operation of Veterans' care in the community. Duties include, but are not limited to: Supervising administrative support staff. Providing support to VISN and Facility Executive Leadership through the Community Care Medical Director and Northern Arizona VA Health Care System Chief of Staff. Planning, organizing and directing ongoing development of the Community Care service line. Collaborating, communicating, and managing clinical program growth with all stakeholders including, but not limited to: Primary Care, Pharmacy, Mental Health, Medical Services, and Gastroenterology. Collaborating with the Community Care staff and the CC Medical Director in recruitment activities for Community Care. This position will assist in recruiting for medical and support staff and engage appropriate service line chiefs/nurse executive during the interviewing and selection process. Planning, developing, implementing, and evaluating strategies and processes to improve 1) the organizational performance of Community Care clinical and administrative staff and 2) quality of patient care delivered by Community Care. Designing and developing new business tactics and preparing a business plan and business activities to increase Community Care productivity and meet or exceed performance measures. Planning, developing, implementing, and evaluating strategies and processes to ensure the documented competence of all Community Care staff that authorize, support, and coordinate care through community care. Resolving conflicts and/or negotiating with others to achieve positive results; establishing and maintaining effective interpersonal relations. Targeting improvement in service delivery methods and preparing recommendations for increased access and quality community care and enhanced organizational and operational efficiency. Collaborating with the Group Practice Manager and the Compliance Officer, promoting and ensuring implementation and compliance with Consult management, and timeliness of processing and schedule practices. Promoting customer satisfaction with education, technical, and process solutions. Becoming aware of efficiency and access issues as they relate to processes. Communicating with VISN and facilitating through various channels, including virtual conferencing. Developing active partnerships at the facility, throughout the VISN, and in the community to promote community care activities. Working within the facility and throughout the VISN to identify and develop Mission Act and community care champions. Developing and refining systems to monitor expenditures, cost containment, provider productivity, operations policies, costs of supplies and equipment, overhead and other similar resource factors to identify opportunities for improved business efficiencies. Designing mechanisms for accurate data capture and maximum reimbursement for services delivered. Preparing integrated analysis and reports on business performance against established parameters. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: directing and performing all administrative functions that include administration, manpower utilization, budget and finance, and related administrative matters in support of a large and complex service line. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent, or 2 full years of progressively higher level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year of graduate level education. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
