AIRPORT SERVICES MANAGER
Airport
Hiring Range: $55,291.13 to $82,936.69 DOE
FLSA Status: Exempt (Not eligible for overtime)

Position Summary:
Assists the Airport Director in airport administrative,
contractual, economic, and capital development functions for
Prescott Regional Airport, a primary commercial service airport
with extensive aircraft flight training activity, in accordance
with applicable federal, state, local laws and airport compliance
requirements.
Essential Duties:
* Develops, leads, maintains, and implements tasks, events, and
activities related to; annual budget, strategic planning, ACIP,
capital and operating payables and receivables, and rate and fee
studies.
* Assures compliance with applicable laws, regulations, and
requirements including state/federal procurement Grant Assurances;
airport compliance requirements including 49 CFR Part 21, 23, and
26; the FAA Airport Financial Reporting Program; the Airport
Improvement Handbook; and state/federal records retention schedules
and audit requirements.
* Manages airport leases, licenses, permits, and minimum standards
for commercial activity, including regular inspections of premises,
monitoring compliance, and generating tenant correspondence.
* Manages Federal and State grants including application, award,
regular draws, close out and audit in compliance with grant
assurances, terms, and conditions.
* Administers commercial hangar/property agreements, concession
agreements, as well as lease and sub-lease negotiations and
interpretation through appropriate City departments.
* Assists with development and implementation of marketing/PR
activities and air service development.
* Communicates internally and externally through reports,
presentations, social media, and meetings including timely
production/posting of City Council agenda memos and supporting
materials.
* Works with other management staff to streamline processes and
develop written policies and standard operating procedures (SOP);
develops, maintains, and updates City Code related to the
Department.
* Manages the on-call engineering and planning
agreements/contracts; assists in project coordination and
construction administration.
* Coordinates the preparation of Requests for
Proposals/Qualifications for airport development.
* Acts as the Disadvantaged Business Enterprise Liaison Officer and
may act as Alternate Airport Security Coordinator.
* Engages in supervision, training, and evaluation of selected
employees.
* Performs other duties as assigned.
Qualifications:
Bachelor's degree in Business Administration, Aviation
Business/Finance, Public Administration, or a closely related
degree program; five (5).years of airport management,
administration, operations, security, or other relevant
airport-related experience (airport regulatory, leasing/insurance,
airline and/or consulting) including at least two (2) years of
supervisory experience; or any equivalent combination of education,
experience, and training which provides the knowledge and abilities
necessary to perform the essential functions of the position.
Licensing, Certification, and Other Requirements:
Possess a valid Arizona driver's license (or have the ability to
obtain one within 30 days of hire); pass a TSA mandated 10-year
security background investigation, pre-employment drug test,
fingerprint background check, security threat assessment, and
driver record check; and hold an Accredited Airport Executive (AAE)
or Certified Member (CM) designation from the American Association
of Airport Executives (AAAE) or ability to obtain within one (1)
year of hire.

Knowledge, Skill and Abilities:
* Knowledge of federal, state, and City rules, regulations,
policies, procedures, codes, and ordinances related to airport
administration, operations, security and maintenance.
* Knowledge of federal aviation regulations regarding the operation
and maintenance of Part 139-certificated airports, other
regulations, airport-related advisory circulars, and other federal
and state guidance required for the safe and efficient operation of
air carrier airports.
* Knowledge of Transportation Security Administration Regulations
regarding airport security under TSAR Part 1542 and all related
TSRs (including 1520 - Sensitive Security Information).
* Knowledge of supervisory methods, techniques, goal setting, and
employee scheduling for most efficient service.
* Knowledge of airport emergency and security response policies,
procedures, and practices.
* Knowledge of federal and state Environmental regulations and NEPA
requirements relating to airport development.
* Knowledge of airport emergency and security response policies,
procedures, and practices.
* Knowledge of airport compliance requirements (including federal
and state grant assurances).
* Knowledge of airport contracts, licensing, and leasing.
* Skill in using computer databases, spreadsheets, Office 365,
Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and
virtual conferencing programs.
* Skill in supervising, evaluating, training, coaching, and
motivating employees.
* Skill in overseeing airport administration at a commercial
service airport.
* Skill in communicating, both verbally and in writing, for both
one-on-one and group situations.
* Skill in professionally and effectively interacting with the
public, members of the media, public officials, and airport
tenants.
* Skill in utilizing public relations techniques in responding to
inquiries and complaints.
* Ability to establish and maintain effective working relationships
with state, federal, and other local officials, elected officials,
staff, airport tenants, and City residents.
* Strong knowledge of records management to organize and maintain
administrative files.
Physical Demands And Working Conditions:
* Work is performed primarily in an office setting but may also
require driving on airfield, on occasion.
* Safely and effectively performs required duties.
* Safely operates required equipment and City vehicle as
needed.
* Clearly, concisely, and effectively communicates in person and
over both the telephone and aviation radios.
* Duties may require availability on evenings, holidays, and
weekends.
* Works in an environment where errors on this job can lead to
significant physical or mental consequences for self or others.
